An Iraqi man being accused of helping orchestrate terror attacks around the globe, including a March shooting at the U.S. consulate in Toronto and another targeting a Canadian synagogue, allegedly spoke about having allies in Canada while soliciting help to hit more targets here, a U.S. Department of Justice document reveals.

Mohammad Baqer Saad Dawood Al-Saadi, 32, was charged with six terrorism-related offences by the U.S. government Friday for his alleged role in plotting nearly 20 attacks and attempted attacks across Europe, the U.S. and Canada in recent months. Al-Saadi was a commander with Kata’ib Hizballah, a Shia militant group in Syria and Iran, and an operative for Iran’s Islamic Revolutionary Guard, according to investigators.
