The long-delayed construction of the National Broadcasting and Telecommunications Commission's (NBTC) new headquarters has resulted in a legal dispute after the contractor Power Line Engineering Plc (PLE) filed a lawsuit against the regulator, accusing it of unlawfully terminating the construction contract.The company demanded compensation of 1.8 billion baht.
The dispute concerns the construction and interior works of the new NBTC office complex on Rattanathibet Road in Nonthaburi province, a project that has faced repeated delays and remains unfinished more than seven years after work began.
According to the complaint filed with the Central Administrative Court on Feb 14, 2025, PLE alleges the NBTC office unlawfully and unfairly terminated the construction agreement despite the delays being largely attributable to factors beyond the contractor's control.
Court documents state on Jan 22, 2019, the NBTC office signed a contract worth 2.64 billion baht with PLE for the construction and interior decoration of the new headquarters complex.
The project consists of eight buildings, including the main headquarters building, museum and library, service and convention centre, parking facilities, press building, clubhouse, archive and laboratory building, and an external parking structure.
