Following a nighttime drone attack in Ryazan that damaged one of Russia's largest oil refineries and caused an "oil rain" in the city, authorities declared a state of emergency on May 15.

According to Ukrinform, The Moscow Times stated this in an article.

The decision was made by a regional commission headed by Governor Pavel Malkov. The emergency regime will remain in effect from May 15 until further notice.

Local authorities were instructed to carry out cleanup and recovery operations. Relevant agencies were ordered to allocate funds for emergency restoration work, provide compensation to victims, and organize psychological assistance.
