According to the coalition, Nigeria’s security reform process must prioritise accountability, transparency, civilian oversight and protection of citizens’ rights rather than merely devolving policing powers to state governments.

A coalition of civil society organisations and pro-democracy groups under the umbrella of the National Democratic Security Reform Coalition (NDSRC) has called for an immediate halt to ongoing legislative and executive efforts aimed at creating state police in Nigeria, warning that the initiative could worsen abuse of power, political intimidation and human rights violations if not properly regulated.

In a press statement issued on May 14, 2026, the coalition insisted that no further steps should be taken toward establishing state police until nationwide public hearings are conducted and constitutional safeguards are firmly entrenched.

The statement, titled “NDSRC Demands Public Hearings and Constitutional Safeguards Before Any Creation of State Police,” was jointly signed by the Gani Fawehinmi Memorial Organisation (GAFAMORG) and the National Conscience Party (NCP).
