The Industries department has selected Thiruvananthapuram, Ernakulam, and Palakkad districts for the implementation of the District Business Reform Action Plan (DBRAP), a State-driven exercise enabling States to take the lead in driving business reforms at the district level as part of ease of doing business initiatives.

The DBRAP was introduced following the deliberations at a national conference of Chief Secretaries held in December 2024, with an aim to build upon the existing BRAP framework. The Department for Promotion of Industry and Internal Trade (DPIIT) under the Union Ministry of Commerce and Industry has suggested reforms in areas such as district approvals and services, digitisation and mutation of property records, time-bound inspection systems, district-level investment facilitation, and steps to foster start-ups in Tier 2 and Tier 3 cities and industrial parks.

Districts will be evaluated based on the timeliness of approvals granted for relevant services, transparency, grievance redressal, online accessibility and complete implementation of reforms. According to the Kerala State Industrial Development Corporation’s (KSIDC) assessment, the three districts were chosen based on their industrial significance as they represent the State’s major investment destinations and focal points of industrial growth strategy in the present context.
