The Andhra Pradesh Legislative Council on Saturday adjourned sine die without passing the Andhra Pradesh (Regulation of Appointments to Public Services and Rationalisation of Staff Pattern and Pay Structure) (Second Amendment) Bill, 2025.The Bill, introduced by Finance Minister Payyavula Keshav, sought to provide government employment on compassionate grounds to the son of a victim of political violence.Introducing the Bill, Mr. Keshav said the government had resolved to appoint Thota Veeranjaneyulu as Junior Assistant. He is the son of Thota Chandraiah of Gundlapadu village in Palnadu district, who was killed in a violent political clash on January 13, 2022. As Chandraiah was the family’s sole breadwinner, the government argued that employment would provide necessary financial relief.However, Leader of Opposition Botcha Satyanarayana opposed the move, contending that offering government jobs in cases of political murders would set a wrong precedent for society.Despite efforts by the Ministers, including Mr. Keshav and Anagani Satya Prasad, to convince the Opposition through Council Chairman Koyye Moshenu Raju in his chambers, no consensus could be reached.The 1994 Act regulating public service appointments prohibits direct recruitment outside established procedures, prompting the government to introduce the amendment. While the Bill was debated, it remained pending when the House was adjourned sine die.The deceased was a TDP sympathiser, and he was killed in broad daylight during the YSRCP regime and the videos went viral at that time. The then Leader of Opposition in the Legislative Assembly and current Chief Minister N.
