The Communist Party of India (CPI) has reiterated its demand for the inclusion of Puducherry under the ambit of the recommendations of the Finance Commission for devolution of funds.In a release, the party’s Puducherry secretary A.M. Saleem said the 25th conference of the CPI, held recently in Chandigarh, had adopted a resolution demanding the inclusion of the Union Territory under the scope of recommendations of the Finance Commission for proper devolution of funds to the UT. The conference requested the Union government to include the UT in the 16th Central Finance Commission. The resolution noted that while Puducherry was treated as a State while making allocation under the Goods and Services Tax (GST) and the implementation of Fiscal Responsibility and Budget Management Act, the territory was not included in the Finance Commission recommendations. For devolution of funds as per recommendations of the Finance Commission, Puducherry was treated on par with the UTs without legislature, he said, quoting the resolution.“Moreover, the introduction of GST has caused a dent in the UT’s revenue. The need for assistance through constitutional means necessitate the demand to include Puducherry in the 16th Central Finance Commission for devolution of funds from the central pool of Consolidated Fund of India,” the release said.
