The Supreme Court’s five-Judge Constitution Bench is hearing a Presidential Reference seeking clarity on whether fixed timelines could be imposed on Governors and President while dealing with bills passed by the State legislatures.

Earlier, the Attorney General and the Solicitor General made their submissions on why a timeline should not be given to President and Governors on disposing of the Bills. The top court on Tuesday (August 19, 2025) questioned the Centre and the Attorney General over it.

The arguments briefly recalled the constitutional debates on Article 200 that deals with the powers of the Governor regarding Bills passed by the Legislature.
