The Supreme Court on Tuesday (July 29, 2025) is scheduled to hear a Presidential Reference on assent withholding of reservation of Bills by the Governor and the President of India.
A five-judge Bench led by Chief Justice B.R. Gavai and comprising Justices Surya Kant, Vikram Nath, P.S. Narasimha and Atul Chandurkar, is set to hear the case.

The States of Tamil Nadu and Kerala have argued for the return of the Reference. They termed it as “misleading” and an “appeal in disguise”.
The Centre is to be represented by Attorney General of India R. Venkataramani and Solicitor General Tushar Mehta.
