About 25 million Americans are under a state of emergency as torrential rain and thunderstorms batter the Northeast.

New Jersey Governor Phil Murphy has declared a statewide emergency and issued a flash flood watch for the entire state, home to nearly 10 million people.

In neighboring New York, Governor Kathy Hochul issued a similar alert covering some of the state’s most densely populated counties, approximately 15 million New Yorkers. The warning includes all five boroughs of New York City.
