Central government officials presented a memorandum to the Cabinet Secretary on Thursday (July 24, 2025) to flag career stagnation and demanded time-bound promotions.
The Central Secretariat Service Forum, a body of Central government officials, on Thursday appealed to the Prime Minister’s Office, urging expeditious action on long-pending cadre restructuring, delayed promotions, and the denial of benefits of Organised Group A Services (OGAS).
In its appeal, the forum urged the Prime Minister to direct the Department of Personnel and Training (DoPT) to finalise the fourth cadre review, initiate time-bound promotions, and restore service parity with other Central Civil Services.
The CSS, which provides the administrative core to nearly all Ministries and Departments, has not seen a cadre review for at least seven years. The last cadre review was implemented in 2018 with a five-year delay. The fourth cadre review, due in 2018 has not yet been implemented with a delay of 7 years and counting, said the forum letter to Cabinet Secretary T.V Somanathan.
The letter said that post-2014, there has been inordinate delay in finalisation of report, let alone implementation adding that there are nearly 2,500 vacancies in the CSS.
