The decision by US President Donald Trump's administration last month to allow Equinor's Empire Wind 1 offshore wind project to resume construction — after issuing a stop-work order in April — was praised by the project and other offshore wind supporters. Beneath the celebration, though, underlying risks remain that caused construction to pause on the 810 megawatt venture off the coast of New York. The risks loom large not only over Empire Wind but over nearly every permitted offshore wind project in the US, while also raising questions around future projects.
