Spain's Sánchez rules out responsibility of Morocco in migrant surge

Spanish Prime Minister Pedro Sánchez said on Monday a rush of migrants to the enclave of Ceuta a month ago was still under investigation, though he ruled out any responsibility on the part of Moroccan authorities.
