The railway aims to eventually connect to North Korea's eastern city of Wonsan and improve access to peace and ecological tourism sites in the DMZ. This decision follows North Korea's 2024 demolition of cross-border road and rail links, as Pyongyang redefines South Korea as a hostile state. South Korean President Lee Jae Myung acknowledged the challenges of engaging with an unresponsive North Korea but emphasised the continued importance of pursuing peace and coexistence. The Unification Ministry also plans to broaden the use of the Inter-Korean Cooperation Fund to support domestic border-area projects, peace economy initiatives, and reunification activities, given the low annual expenditure since 2016.
