In plans set to terrify survivors, 3,000 perpetrators will be freed annually before serving full sentences, the Daily Mail can reveal.

Under the Government's new Sentencing Act, some 6,000 criminals are due to be freed under the early prison release scheme in a bid to combat jail overcrowding.

The Prime Minister paused the controversial plans last month after a public outcry over the proposed release of two of the killers of PC Andrew Harper.
