Kenya’s flagship economic plan is facing renewed scrutiny after falling well short of its central promise of delivering sustained double-digit economic growth.

The question is whether the next plan will escape the old development imagination that has survived many governments.

Kenya Vision 2030 launched by President Kibaki, sought to achieve and sustain an average annual economic growth rate of 10 per cent until then but the vision is still unmet.
