Ukraine's former top commander Valeriy Zaluzhnyi stated NATO membership is currently impossible. He cited the Ukrainian armed forces' development level and World War II doctrines. Zaluzhnyi noted Ukraine needs advanced technology already in use by NATO members. Ukraine's constitution enshrines NATO and EU membership as strategic goals. Zaluzhnyi was dismissed as commander in 2024 over war strategy differences.
