The European Union has not yet reached a final agreement on its 21st package of sanctions against Russia, with several disputed issues still blocking consensus among member states. EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said before the start of the Foreign Affairs Council meeting in Brussels that discussions were continuing and unanimity had not been achieved.

EU ambassadors have failed to agree on the new package of sanctions against Russia. A decision is expected at the foreign ministers' meeting on 13 July.

The EU Council will consider a sanctions list of 250 Russian individuals and companies on 13 July; the 21st sanctions package is still being negotiated.
