A 30-year-old man from Norfolk was arrested on suspicion of attempted murder in connection with the incident but was later bailed after being assessed as "not fit for interview." The arrested man reportedly has learning difficulties and was on a trip with carers, prompting Norfolk County Council to launch a Section 42 inquiry into his care, despite not directly providing or commissioning his care.
