Estonia and Ukraine signed a memorandum of cooperation on critical infrastructure protection, covering physical security, drone threat mitigation, cybersecurity, secure data storage, and insider threat detection. Ukraine's wartime operational experience — not replicable in peacetime — is being formalized as a transferable knowledge base for Estonian public agencies and private critical infrastructure operators.
