The government in the oil-rich province of Alberta plans a referendum on leaving Canada but says it won't actually be a vote on whether to separate.

“It’s time to have a vote, understand the will of Albertans on this subject, and move on,” Alberta’s premier said in a televised address Thursday night.

The Alberta Premier has set a date to put the question of the province's secession from Canada to voters on Oct. 19.
