Immigrant advocates said the move creates a whole new form of detention outside the scope of the federal government.

The facility could be completed within months and have the capacity to hold around 1,000 people.

DHS will help fund the Florida state project — which aims to detain undocumented immigrants in a remote part of the Everglades.
