SNP ministers have been accused of wasting public money as they prepare to publish a paper about citizenship in an independent Scotland.

The document is due out on Thursday and will define who will be a Scottish citizen after independence. It is the fifth of the Scottish government’s independence prospectus papers.

It is expected to say who will automatically qualify for citizenship and how other people can apply.

Despite plans for a second referendum this October being dropped, the paper will set out detail for a Scottish passport and the provision of consular assistance for Scottish citizens abroad.

Pamela Nash, chief executive of the pro-UK group Scotland in Union, said: “Taxpayers will find it galling that the SNP is forcing them to bankroll another fantasy
