OTTAWA — It was a catchy phrase that Prime Minister Mark Carney used on his first foreign trip: Canada as “the most European of non-European countries.”
It grabbed the attention of his host French President Emmanuel Macron and of foreign media covering the rookie prime minister’s debut in March 2025, although it escaped everyone’s notice that Stéphane Dion, former Liberal leader and former ambassador in Europe, had first used the term three years earlier while touting the shared values and interests.
