A duty of care, and a power to block
The bill would create a duty of care for AI developers, according to two Senate aides. Companies would have to design their products with the goal of preventing catastrophic risks.
It would also give the government the power to block the release of certain models judged unsafe. A company could challenge that decision in federal court. How much power the government would hold is still under discussion.
The bill would apply to models with the most advanced capabilities. Reuters named Google, Anthropic and OpenAI as the US companies holding those models.
