President Donald Trump has promised a $5,000 (approximately Sh600,000) payment to every adult U.S. citizen if Republicans maintain control of Congress after the midterm elections. Such a program would be far larger than the direct payments issued during the Covid-19 pandemic and could significantly increase the federal deficit.

Trump announced what he called a “Trump dividend” Wednesday during a wide-ranging speech at the Republican Party’s midterm convention in Dallas, where he urged voters to keep Republicans in power when Americans head to the polls in November.

Under the proposal, the payment would be limited to U.S. citizens and would have to be spent within the United States. Trump likened the plan to a $1,776 (approximately Sh230,000) payment he said he provided to members of the military in December 2025. However, that money was actually part of a military housing benefit that had already been authorized by Congress rather than a newly created White House giveaway.

“I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump said, comparing the proposal to the cash distributions companies sometimes make to shareholders.
