Donald Trump proposed a $5,000 dividend for every US adult if Republicans win November's congressional midterm elections.
The proposal would cost more than $1 trillion and would likely require congressional approval, with its legality remaining unclear.
"I'm asking you to pretend that I'm on the ballot," Mr Trump said, a line welcomed by both MAGA supporters and Democratic strategists.
Some vulnerable Republicans, including senators from Alaska and Maine, skipped the Dallas convention amid concerns over Mr Trump's low approval ratings.
