S&P 500 contractors hired veterans at less than half the federal benchmark rate in 2025, a new Rand Corp. analysis found

Federal contractors are falling well short of government-set targets for hiring military veterans, according to a report released Wednesday by the Rand Corp.
At S&P 500 companies holding federal contracts, veterans accounted for only 2.4% of new hires in 2025, a figure less than half the 5.1% government target. Other federal contractors came closer, with veterans representing 4.1% of new hires, though that too fell short.
