The NSA, FBI, and CISA named DeepSeek, Alibaba, Moonshot AI, MiniMax, StepFun, and Z.AI as having extracted billions of tokens from U.S. frontier models since 2024

The National Security Agency, the FBI, and the Cybersecurity and Infrastructure Security Agency jointly accused six Chinese artificial intelligence companies on Tuesday of conducting systematic knowledge distillation campaigns against U.S. AI firms at an industrial scale, naming DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI as the companies responsible.
The agencies said the Chinese companies extracted billions of tokens across millions of exchanges from U.S. frontier AI models — including variants of Claude, GPT, Gemini, and Grok — since at least late 2024, likely with Chinese government awareness. The advisory concluded that distillation functions as "the critical core" of these companies' development programs rather than an ancillary method.
