Outside the Burundian Embassy along Denis Pritt Road in Nairobi, families huddle in small groups, clutching documents as if they were lifelines.

Some have spent the night on the pavement and on the roadside, too afraid to return to the places they have called home for years and too broke to begin the journey back to Burundi.
