The Special Intensive Revision (SIR) exercise continues to be the reason cited by the Mangaluru City Corporation (MCC) for delayed processing of applications for issuing birth and death certificates.Following complaints over the delayed processing, MLC Ivan D’Souza met the earlier MCC Commissioner Ravichandra Nayak in July and the latter had assured of taking steps to streamline working of the Birth and Death Registration Cell handling the applications.When The Hindu visited the cell on Tuesday morning, there was long queue to file the application, to pay the fee, and also to collect the processed applications. One among them was Basavaraj, an autorickshaw driver, who said that MCC personnel had told him to come after 15 days to collect the corrected birth certificate of his child. “The official said there is paucity of staff at the cell as they have been deployed for SIR duty. I have no choice but to wait for a fortnight,” Mr. Basavaraj said.A few had heated arguments with the personnel when the latter were unable to tell the exact date when their applications would be processed.A theatre artiste was upset with the personnel when the latter said the file related to correction of birth certificate of his son in Class 10 was missing. “I have come for the 10th time in the last a few days. Really unhappy with the way our applications are processed.” He then went to the official in-charge of the cell, who searched for the file, and took steps for issuance of corrected certificate.With the cell only receiving payment in cash, people had to walk to the nearest ATM as the ATM in the MCC building was not working. There is no UPI payment facility at the cell.MCC Commissioner Rahul Rathman Pandey said steps are being taken to streamline operations of the cell. “A team of technical experts have been tasked with studying operations of the cell. We are expecting the report in another three days. We will make it simpler for people to get the certificate in a prescribed time frame,” Mr. Pandey said. Published - September 08, 2026 08:59 pm IST
