In September, China’s first dedicated departmental regulation for micro-dramas, the Administrative Measures for the Development of Micro-Dramas, officially took effect, bringing AI-generated micro-dramas under a tiered regulatory framework for the first time.
The move marks more than just the beginning of a new era of compliance. It signals that China’s AI short drama industry is moving beyond its early, anything-goes phase of chasing traffic through sheer production volume and entering a new cycle driven by both technology and content.

The regulation, which came into effect on September 1, places all micro-dramas with individual episodes shorter than 20 minutes under a unified national regulatory framework. It also requires AI-generated micro-dramas to carry prominent AI disclosure labels in every episode.
Streaming platforms are prohibited from using recommendation algorithms designed to encourage excessive consumption or user addiction. By assigning responsibilities across the entire production, review, and distribution process, the rules are pushing the industry away from unchecked growth and toward a healthier ecosystem built around quality and responsible innovation.
