According to the Anti-Corruption Bureau (ACB), tender terms were intentionally manipulated to be technology-specific in order to benefit Euroteck Environmental.Furthermore, the ACB alleged that Jain unilaterally doubled the capacity of the Rohini Sewage Treatment Plant (STP)—from 15 million gallons per day (mgd) to 30 mgd- without conducting a technical feasibility report, which caused project costs to surge by approximately Rs 123 crore. The investigating agency claims to have uncovered a financial paper trail showing commission payouts routed through middlemen into the bank accounts of several accused individuals. The case originated in May 2024 following a complaint lodged by the Directorate of Vigilance, alleging widespread irregularities, tender rigging, and criminal conspiracy surrounding the upgrading and augmentation of DJB sewage treatment plants.
