Union Minister of State and Gurugram MP Rao Inderjit Singh on Wednesday expressed regret to residents affected by the recent waterlogging and said a permanent solution would require restoring the city’s natural drainage system, maximising rainwater harvesting and recharging groundwater.At a meeting with senior officials of the Gurugram Metropolitan Development Authority, Municipal Corporation of Gurugram and district administration, Mr. Singh sought an action-taken report on notices issued by Irrigation Department officials to builders over encroachments on natural drains. He also sought an inquiry report into alleged corruption to suppress the notices, warning that he would seek a CBI probe if necessary.He directed Urban Development Adviser and former Chief Secretary D.S. Dhesi to coordinate among the civic bodies and departments to formulate a comprehensive, long-term policy on waterlogging. He also sought a detailed report on encroachments over nearly half a dozen ponds and natural drains.Mr. Singh said natural drainage routes had been affected by development and construction, particularly by licences issued between 2004 and 2012. Construction material and Construction & Demolition waste dumped into drains had further reduced their water-carrying capacity.He said the issue must be addressed scientifically, with experts studying solutions including injection tubewells, local water bodies and large underground pipelines where restoration of natural drainage routes was not possible.Satellite imaging would be used to map natural drains and historical water-flow routes in Gurugram. The objective, he stressed, was not merely to pump out rainwater but to conserve it and maximise groundwater recharge.Mr. Singh warned that encroachments on natural drains must be removed irrespective of which government was in power when they occurred.
