“The most competitive league and the most difficult to win because any team can beat anyone.”That is how former Barcelona midfielder and two-time Ballon d’Or winner Alexia Putellas described England’s Women’s Super League (WSL) upon the announcement of her signing with London City Lionesses.But is the WSL really the most competitive league in the world? New Arsenal signing Ona Batlle, who conceded she had not played in the United States, believes so. She returns to the WSL from Spain’s Liga F, where, like France, Germany and Italy, titles are monopolised by one or two clubs.The WSL’s biggest challenger by far is the National Women’s Soccer League (NWSL) in the U.S.USWNT international Lindsey Heaps, who returned home to Denver Summit having plied her trade with OL Lyonnes in France for six years, and Gotham loanee (from Liverpool) Denise O’Sullivan brand the NWSL as the most competitive. Others are reluctant to pit one against the other.“I’m rolling my eyes,” replied Sam Coffey, who joined Manchester City from Portland Thorns in January, when asked by The Athletic about the topic, stressing that the debate is far more nuanced than simply picking one or the other.Your guide to the WSL this seasonMegan Feringa and Rachael Tinde“I’m glad you didn’t ask me which one is better,” striker Sam Kerr said at a press conference following her move from Chelsea to Gotham FC.“I don’t like the question because I’m comparing where I was before and now,” forward Alyssa Thompson, who joined Chelsea from Angel City 12 months ago, told The Athletic.So, is one women’s football league more competitive than the other? Or is it more complex than that?The best vs depthWe need to define what “competitiveness” means. In this instance, we define “competitiveness” as teams’ ability to compete successfully with one another within their league.The difference between the NWSL and WSL lies in the distribution of quality. “In the NWSL, the strength is how difficult it is to separate the teams,” Leif Smerud told The Athletic. Smerud is the interim head coach of Angel City and briefly managed Crystal Palace in 2025, but could not save them from relegation. “In the WSL, the strength at the very top is how far the best teams can push the collective game.”Coffey concurs. “The NWSL is top to bottom more competitive than the WSL,” she said. “In the NWSL, every day is so hard. If you sleep for one game, you’re going to lose to the team in last place. The WSL, though, you won’t find a game as hard as us playing a Chelsea or an Arsenal or a Manchester United.”The data shows that too. The NWSL’s rating of 804 in the graphic below, using a data-driven model by Twenty First Group, a sports intelligence firm, is the highest among all leagues in the dataset.“It is about depth, not the top end,” Aurel Nazmiu, senior data scientist at Twenty First Group, told The Athletic. The WSL, according to the model, has some of the best individual teams globally. Arsenal, Chelsea, Manchester City and Manchester United sit above every NWSL club, while the NWSL’s 2025 Championship-winning team, Gotham, only ranks 10th.But there are few weak NWSL teams, whereas the WSL has a larger difference in quality, with a significant drop-off after the top four. “The NWSL’s lack of a weak underbelly is enough to nudge it past the WSL, even with a lower ceiling,” said Nazmiu.The model’s weakness, however, is that NWSL and WSL teams do not play each other, bar the odd friendly, so there is no evidence to directly compare one league against the other. Twenty First Group offsets this by measuring players’ game time following a move from one league to another. It is not a perfect solution, as a player’s game time may be affected by injury or their relationship with a manager, but assessing multiple transfers in both directions helps even out anomalies.The teams’ league positions reflect the difference in depth. Since Manchester United were promoted to the WSL in 2019, the top three teams have been Arsenal, Chelsea, City or United. Tottenham Hotspur, Brighton & Hove Albion and London City Lionesses are trying to disrupt the status quo. By contrast, Utah Royals finished 12th last year and are pushing to win the regular season. Such a narrow points band across the league means one fixture can dramatically change the table.“The NWSL is the marker of whether you are good, average or really bad at your job,” Denver Summit head coach Nick Cushing told The Athletic. “I really like that challenge.”Influence of league structures on competitive balance and player movementThe NWSL’s hard salary cap enforces more parity. Some WSL teams reference differences in budget as a reason not to challenge the “big sides”, whereas such language is unheard of in the NWSL.“Everybody’s working off the same rules, process and amount of money,” said former City manager Cushing. The NWSL’s salary cap came under increased scrutiny following the moves of USWNT players Naomi Girma and Thompson to Chelsea in 2025.In April of that year, USWNT midfielder Heaps, at OL Lyonnes at the time, told the media the salary cap was an “ongoing issue” and a factor in why players were moving overseas. In December 2025, the NWSL introduced the High Impact Player rule, also known as the Rodman rule, allowing each club to exceed the league’s salary cap by up to $1m, in a way to retain the Washington Spirit and U.S. forward.
