The outlook for the sale of Russian Lukoil's international assets is no clearer some seven months after the private sector Russian firm inked a nonexclusive agreement for their sale to US-based investment firm Carlyle — with the US Treasury Department’s Office of Foreign Assets Control (Ofac) recently granting another one-month extension for negotiations over the sale.
