The US Capitol police arrested a California man on Tuesday afternoon after observing a wooden guillotine in the bed of a pickup truck.Federal authorities seized the antiquated decapitation device, which historically was used for executions in France and other European countries. The truck had been parked illegally next to the supreme court building, Capitol police said in a press release, which is located near the US Capitol and the Library of Congress.Capitol police also released photos of the large guillotine in the truck bed.Philan-Tam-Duy Le, 35, who drove from California to Washington DC, faces a charge of carrying a dangerous weapon. It remains unclear why he allegedly had the guillotine.“I don’t think he’d hurt anyone,” his brother Kelvin Le told the Los Angeles Times on Tuesday.Le lacked partisan allegiances, but was unhappy with the state of politics, the LA Times reported.
