The Madurai Bench of the Madras High Court has disposed of a public interest litigation petition that sought a direction to the authorities to ensure that only guest lecturers or part-time lecturers possessing the requisite qualifications were appointed to teach law subjects in arts and science colleges in Tamil Nadu.A Division Bench of Justices C.V. Karthikeyan and R. Sakthivel said it is not for the court to lay down standards as to who is to teach what subject. We are confident that each college will assess the teachers who are appointed to teach the students.We are also confident that the universities would also act as checks and balances on the colleges to ensure that those with sufficient knowledge of the subjects which they have to teach the students have qualified in those subjects, the judges said.The court cannot sit in judgment over the qualifications, knowledge and skills of a particular teacher, the judges said and disposed of a petition filed by T. Muthukrishnan, a part-time lecturer, of Radhapuram taluk in Tirunelveli district.The petitioner had contended that only those who have a specialised qualification in law should be permitted to teach law subjects to the students in arts and science colleges and universities across the State.
