Scottish club Rangers have agreed a deal with Portland Timbers to sign forward Kevin Kelsy.Sources with knowledge of the negotiations, who were granted anonymity because they were not authorized to speak publicly, said the Scottish club will pay $13 million (£9.5m) plus adds-ons for the Venezuela international. The deal will also include a sell-on fee for the Timbers.Kelsy, 22, will travel to Glasgow to sort final details, undergo a medical and complete the move when his visa arrives, sources said.He is set to be Rangers’ second-most expensive transfer in history after the signing of Tore Andre Flo from Chelsea for £12m in 2000.Kelsy joined the Timbers from Ukrainian club Shakhtar Donetsk for a fee just under $6 million in January 2025, and has scored 16 goals in MLS in 43 appearances.Portland will be active in the final week of the transfer window, even after signing Vincent Janssen earlier this summer.‘Kelsey can end up in the Premier League’Kelsy is a big, athletic forward with an eye for goal. His physicality jumps off the pitch — 6’4″, strong, great pace — and he shown flashes in his career but without much consistency. That is, obviously, the most elusive part of a young striker’s game and he took a leap over the last several months.Kelsy has been scoring with more regularity because his intelligence of movement in the professional game improved. He timed his runs better and found himself in better goal-scoring positions. He should score a ton of goals for Rangers and, with his physical profile, can end up in the Premier League or elsewhere in Europe before long.For now, Rangers have a player who can score against quality teams and bully lesser ones.Portland would have liked to keep Kelsy for longer — new head coach Marti Cifuentes in particular — but once Rangers kept increasing their bids to $13 million plus add-ons and a sell on, the Timbers had little choice.The Timbers are covered at center forward with Vincent Janssen signed this summer as well as Gage Guerra, a squad player the team trusts for minutes up top. Cifuentes will play with one center forward so even if another doesn’t arrive this summer, the club should be covered.Portland plans to be aggressive with their Under-22 slots to build out a stronger and deeper roster for Cifuentes. They can sign up to four players aged 22 or under by the winter (and may sign one this summer).Portland has quietly raised around $35 million in outbound sales — including Kelsy ($13m), Evander ($12m), Santi Moreno ($7m), David Ayala ($2m) — in recent years.Kelsy long showed promise and potential. He put it together over the last few months for the Timbers, and the European clubs who had been tracking him came calling.
