Vilnius dissolving boards of municipal companies to keep out worker representatives

The Vilnius municipal administration will dissolve the boards of five city-owned companies on October 29 and reconstitute them through public selection procedures, the city’s administration director Adomas Bužinskas confirmed to LRT.

The changes will affect ID Vilnius, Vilnius Development Company, Miesto Gijos, Grinda and Vilnius Public Transport.

The timing is intended to ensure that the newly appointed board members can serve full four-year terms without employee representatives, Bužinskas said.

The decision follows amendments to Lithuania’s Labour Code adopted by the parliament, Seimas, in June. Under the new rules, employee representatives must be included on the boards of state- and municipality-owned companies. The changes take effect November 1, 2026.

Bužinskas said the municipality wants to preserve a board selection model based on “expertise and independence”.
