Russian leader Vladimir Putin on Monday signed a decree allowing critical infrastructure facilities in Russia whose owners fail to take adequate measures to protect them, including against drone attacks, to be placed under temporary “external management.”

The decree, titled “On Measures to Ensure the Security of Critical Infrastructure Facilities of the Russian Federation,” states that external management will be carried out by the Federal Agency for State Property Management or another person designated pursuant to an instruction from Putin.
The temporary administrator will be able to dispose of the enterprise’s movable and immovable property, securities, and stakes in its charter capital, as well as exercise other rights vested in the owner.”
According to the document, critical infrastructure facilities include enterprises in the fuel and energy sector, industrial enterprises, communications facilities, utilities, transportation and logistics infrastructure, “including transport and logistics complexes,” as well as other enterprises that are particularly important for ensuring security and vital activities.
