Prime Minister Mark Carney has been fighting a trade war on two fronts: trying to finalize a tentative deal with Washington, and making it clear to Canada’s premiers that they’ll need to make concessions in their positions, such as letting American liquor back on provincial store shelves, to make that deal happen. Also, even a reduced U.S. tariff rate on Canadian-made cars might force automakers to flee the country.
