…Winning an oil block is only the beginning

…The award ceremony named the winners. The years that follow will determine who truly won.

The most important day in a petroleum licensing round is not the day the licence is awarded. It may be the day after; Nigeria’s 2025 Licensing Round produced 31 successful companies across 37 petroleum blocks. The winners deserve congratulations, and the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) deserves credit for delivering a process aligned with the transparency and competitiveness envisaged by the Petroleum Industry Act. Well done to all!

But once the announcements end, every successful bidder confronts a harder question: has it merely secured a petroleum opportunity, or can it build the operating organisation required to realise it?

A licence confirms access to an asset. It does not confirm that partners are aligned, capital can be mobilised, decisions can be made at speed or execution momentum sustained through years of uncertainty. Winning the licence is a milestone. Becoming a successful operator is an enterprise-building challenge.
