Basic Education Minister Siviwe Gwarube says no learner should be unfairly discriminated against in admission processes.
Schools in the Western Cape are still using exclusionary criteria such as academic performance, interviews, tests and scoresheets to select learners and demand proof of employment of parents and abridged birth certificates for learners, which has been found to be unconstitutional.
The Department of Basic Education said while the Western Cape Education Department (WCED) plays no role in the selection of learners, it has allowed schools to use the racial profiling and admission criteria for learner admissions at schools.
Among the department's findings was that Western Cape schools are in charge of placement of learners and that school governing bodies (SGBs) play an active role in the admission of learners.
This emerged after the national department undertook monitoring and evaluation of the WCED on instruction by the Basic Education Portfolio Committee.
