PKR president Datuk Seri Anwar Ibrahim (centre) waves to the crowd of delegates at the opening of the 2026 PKR National Congress at the Melaka International Trade Centre in Ayer Keroh on August 15, 2026. — Bernama pic By Malay Mail First Published: Saturday, 15 Aug 2026 1:07 PM MYT AYER KEROH, Aug 15 — Prime Minister Datuk Seri Anwar Ibrahim said today his proposal to repeal the Universities and University Colleges Act 1971 (UUCA) will be brought to the Cabinet next Wednesday for consideration.Anwar, who is also finance minister, said the Cabinet would need to deliberate on his proposal first, Berita Harian reported when reporters asked if the repeal had already been approved.“I will bring it to the Cabinet on Wednesday,” he replied after delivering his presidential policy speech at the 2026 PKR National Congress at the Melaka International Trade Centre here.Anwar had earlier announced during his speech that the government would repeal UUCA, citing continued objections from university students among the reasons for the move.The announcement came after several amendments to the Act over the years, including changes in 2012 that allowed students to participate in activities organised by political parties outside campus.UUCA has been amended seven times since it was introduced in 1971, including further amendments in 1975, 1983, 1996 and 2009.The latest amendments in 2024 removed disciplinary authority over students at public universities from vice-chancellors, with such matters instead decided by Student Disciplinary Committees through changes to Section 16B.The 2024 amendments also revised Section 15A to allow student representative councils and student bodies to raise funds and receive contributions, subject to prevailing written laws and regulations.
