A bill proposing changes to the rules governing surrogacy in Ukraine has been registered in the Verkhovna Rada.
The legislative initiative was registered under No. 15507 on the parliament's website, Ukrinform reports.
The bill proposes changing the rules for surrogacy in Ukraine and introducing additional requirements for those eligible to use the procedure. Under the proposal, surrogacy would be permitted only if both spouses – or, in cases provided for by law, one of the spouses – are Ukrainian citizens and have permanently resided in Ukraine for at least three years before entering into the agreement.
It also proposes banning surrogacy for foreigners and stateless persons, except when one of the spouses is a Ukrainian citizen.
The bill would introduce new requirements for the state registration of a child born through surrogacy. Applicants would be required to provide documents confirming that at least one of the genetic parents is a Ukrainian citizen, as well as a certificate from a healthcare facility confirming that the surrogacy procedure complied with legal requirements.
