Rajya Sabha Chairman C P Radhakrishnan on Thursday expressed "deep concern" over repeated disruptions that "derailed" the functioning of the House during the Monsoon Session, urging members to uphold its dignity and discharge their parliamentary responsibilities in the highest traditions of Indian democracy.As he adjourned the House sine die, Radhakrishnan said the 271st Session witnessed persistent disorder and frequent disruptions, resulting in a significant loss of working hours and limiting opportunities for meaningful debate on matters of national importance."As the 271st Session of the Rajya Sabha draws to a close, I reflect on its proceedings with a deep concern. Despite the disruptions, the House managed to consider, pass or return 12 Bills.Radhakrishnan said the functioning of the House could have been substantially better if members had participated more actively in debates and contributed to deliberations."Things would certainly have been different if we had collectively participated, contributed our valuable inputs and engaged in meaningful deliberations," he observed.The Upper House witnessed repeated disruptions and adjournments as Opposition parties raised several issues, including police action against students protesting over the NEET paper leak and alleged theft of donations at the Ram temple in Ayodhya.Read More: Mallikarjun Kharge alleges BJP linked ‘purification’ ritual after Haldwani speech; Union Minister Nadda assures probeDuring the session, 285 Starred Questions were raised, along with 380 Zero Hour submissions and 380 Special Mentions. However, only 16 Questions, 52 Zero Hour submissions and 93 Special Mentions could be taken up.The Chairman said members had not been able to make full use of the opportunities available to them to raise issues concerning the people."As the House of Elders, this august Chamber has a unique responsibility to uphold reasoned debate, dignified dissent and thoughtful legislation. Repeated disruptions ultimately affect the trust and aspirations of the people. We must therefore strive to uphold the highest standards of parliamentary conduct and preserve the dignity and sanctity of this institution," he said.Radhakrishnan also informed the House that an orientation programme had been organised for newly elected and nominated members. The two-day programme focused on parliamentary practices, procedures and standards of conduct expected from members, with 35 members attending.
