Trappe Rock Substation, a Northern Virginia Electric Cooperative substation in Ashburn, Va., that uses Dominion Energy's transmission services and is located near Google data centers. The Virginia State Corporation Commission ruled July 31, 2026, in favor of a mandatory contribution in aid of construction to apply to substations and transmission lines.
