At least 634 civilians were killed in July as a result of Russian and Ukrainian strikes on civilian infrastructure, making it the deadliest month for civilians in at least 2.5 years, according to the Conflict Intelligence Team (CIT). About 30% of those killed were in Russia or in Ukrainian territories occupied by Russia, CIT said in an early August report. At least another 4,590 people were injured in July. CIT’s figures are based primarily on statements from officials and occupation authorities, as well as photographs and videos published by media outlets and other channels. The group estimates that at least 2,491 civilians have been killed in mutual strikes during the first seven months of 2026. That compares with 2,919 civilian deaths recorded across Russia and Ukraine during the whole of 2025, which was the deadliest year for civilians since the full-scale invasion began, excluding 2022. The 2025 toll included 96 children. Another 17,775 people were injured, including 1,000 minors. Compared with 2024, the number of civilian deaths rose by 12% in 2025, while the number of injured increased by more than 25%. The United Nations separately reported that July was the deadliest month for civilians in Ukraine since March 2022, when the UN recorded 4,313 confirmed deaths.
