The Karnataka legislature’s Monsoon Session, beginning on Thursday, comes at a politically inopportune time for the Congress government, with a host of simmering governance issues and internal challenges threatening to converge on the floor of both Houses.The session will begin on the day a section of Kannada organisations have called for a Karnataka bandh opposing the release of Cauvery water to Tamil Nadu, adding a potentially emotive issue to the political atmosphere. The Cauvery Water Regulation Committee’s direction to Karnataka to release 12,000 cusecs of water a day is likely to further aggravate the situation and provide the Opposition with more ammunition to target the government.For Chief Minister D.K. Shivakumar, who will be facing the session for the first time as Leader of the House, it will be an important test of his transition from party strategist to administrator.The Congress government is facing pressure on several fronts, from the BJP-JD(S) campaign against the proposed Bidadi Township Project and allegations of irregularities in Karnataka Public Service Commission recruitment to drought, the delay in portfolio allocation, and continuing dissent within the ruling party.The Opposition is seeking to turn these disparate issues into a larger narrative of administrative drift.Bidadi township, KPSCThe proposed Bidadi project has emerged as a rallying point for the Opposition. The BJP and JD(S) have joined hands to oppose the project, with the proposed land acquisition providing them an opportunity to portray the government as being insensitive to farmers.The appointment of a committee to examine the project may provide some breathing space to the government. However, it has also created an unusual situation in which the Chief Minister is defending the project while keeping open the possibility of modifying it based on the committee’s recommendations. The Opposition is likely to question this ambiguity.The allegations surrounding the KPSC could prove equally damaging. The controversy involving suspended KPSC Chairman Shivashankrappa S. Sahukar, along with allegations of OMR sheet tampering, question paper leaks, and cash-for-jobs rackets, touches a particularly sensitive constituency: young people aspiring for government employment.The government will have to demonstrate that it is prepared to investigate and correct any irregularities, even if doing so causes political embarrassment.Worsening droughtThe worsening drought situation is another major challenge. With a large part of the State facing severe rainfall deficiency, the Opposition is expected to accuse the government of failing to respond adequately to the farm crisis and demand an early declaration of drought.The Opposition is also expected to demand the resignation of Minister B. Nagendra, who is out on bail in connection with the multi-crore Karnataka Maharshi Valmiki Scheduled Tribes Development Corporation Ltd. scam.The delay in portfolio allocation and continuing demands for ministerial representation could also allow the Opposition to portray the government as being preoccupied with internal power-sharing rather than governance. Any public expression of dissent by disgruntled legislators or senior Congress leaders during the session could reinforce this narrative.EncroachmentsThe government’s campaign to remove encroachments from footpaths in Bengaluru presents a different challenge. While efforts to reclaim public space and improve pedestrian safety have received broad public support, demolition and eviction drives can generate resistance if they are perceived as selective or arbitrary. The Opposition is likely to seek details on alternatives being offered for the rehabilitation of street vendors affected by the drive.The BJP-JD(S) alliance has an opportunity to make the session a referendum on governance. For Mr. Shivakumar, it will be an acid test not only of the government’s legislative management but also of his ability to keep Congress legislators united while responding to a determined Opposition. The first two days of the session are expected to be devoted largely to condolence references following the death of former Minister D. Sudhakar and former legislators, besides the election of the presiding officers of both Houses.The substantive political debate is likely to begin from August 17.
